I have the honour to acknowledge the receipt of your Despatch No. 311 of the 14th. of October transmitting cor-

-respondence with the War Office as to the assessment of Military

Contribution on revenue derived from opium.

On the receipt of your telegram of the 11th.

October I consulted the Acting Colonial Secretary and the

Superintendent of Imports and Exports as to what expenditure should

be included under the heads "cost of manufacture" and "working

expenses" respectively, as it was somewhat difficult to distinguish

between them. It was decided to include the following items under

the head "cost of manufacture":-

(a) Factory boilers...

(b) Packers..
